The story centers on Hitomi Kanzaki, a high school student from Earth who is mysteriously transported to this realm after witnessing a battle between a boy named Van and a dragon. She becomes entangled in a war against the aggressive Zaibach Empire, led by Emperor Isaac Dornkirk, who seeks to revive ancient powers from Atlantis. The series underwent a dramatic transformation during its development phase, shifting significantly in tone and target audience after initial director Yasuhiro Imagawa departed. Originally conceived by Shoji Kawamori following an inspirational trip to Nepal, the project was pitched as a blend of mecha action and divination powers. When Kazuki Akane took over directing duties two years later, he deliberately reworked the concept to appeal more broadly, specifically incorporating elements aimed at female viewers. This involved removing suggestive content, redesigning male characters to appear more aesthetically pleasing, and introducing tarot card motifs into the plot. Most notably, the protagonist Hitomi was completely redesigned from a curvy, air-headed character with glasses into a slim, athletic, and intelligent young woman with short hair. Character designer Nobuteru Yuki noted that Hitomi became his favorite creation because she was designed entirely from scratch rather than adapted from existing source material.

The sonic identity of the series is defined by the groundbreaking collaboration between composer Yoko Kanno and voice actress Maaya Sakamoto.
